The registration, exchange, or conversion of a foreign driver's license (of European or non-European origin) can be requested from the National Society for Automobile Transport (Société Nationale de Circulation Automobile - SNCA) under certain conditions.

Registration and exchange are reserved for persons who obtained a driver's license in a member state of the European Economic Area (EEA).

However, the application for exchange is not mandatory, except in the case of an offense leading to the restriction, suspension, or revocation of the right to drive, or the loss of points.

The purpose of registration is to quickly obtain a duplicate in the event of loss or theft of the foreign driver's license. It is the responsibility of the SNCA to issue a duplicate in the event of loss or theft of a driver's license, provided the existence and details of the foreign driver's license are known. Registration significantly simplifies administrative formalities. Without registration, a certificate of authenticity issued by the foreign authorities must be presented, which contains the various details of the foreign driver's license (categories, date of issue, and validity period). Registration thus speeds up the process for people who want to obtain a document certifying their driving license as quickly as possible.

Conversion is intended for people who obtained a driver's license in a non-EEA country. These licenses must be converted into a Luxembourg driver's license within one year of taking up normal residence in Luxembourg.
