The exceptional transport
Exceptional transport is defined as:
1) The carriage by road of a load which, due to its dimensions and/or weight, exceeds the prescribed dimensions and mass of a vehicle intended for the carriage of goods. Such an exceptional load, known as an ‘indivisible load’, must consist of an element that cannot be broken down into several parts without incurring unreasonable costs for the carrier or causing damage to the load.
2) The placing on the market on public roads of a vehicle intended for the carriage of goods, whether loaded or not, which exceeds the authorised dimensions and mass due to its design. These vehicles are referred to as ‘special vehicles (véhicules exceptionnels)’.
The definitions of special transport vehicles can be found in Article 2 of the Grand-Ducal Regulation "Arrêté grand-ducal modifié du 23 novembre 1955 portant règlement de la circulation sur toutes les voies publiques" (only the French text of the regulation is legally binding):

5.17 b) Indivisible load: a load which, for the purposes of road transport, cannot be divided into several loads without incurring unreasonable costs or the risk of major damage and which, because of its dimensions or mass, cannot be transported within the prescribed dimensions or mass.
Special authorisation for exceptional transports
The special authorisation for exceptional transports
In order to be able to carry out such an exceptional transport, the transport company requires a special authoristation for exceptional transports, which can be applied for:
- online via MyGuichet.lu;
- by e-mail to the address autorisations@tr.etat.lu.
| Applications submitted via MyGuichet.lu will be prioritised.
You can submit your application online, with or without authentication by a LuxTrust product or an electronic identity card (eID).
Steps to follow:
Complete the form with the required information:
- Surname and first name or company name of the authorisation holder;
- Address of the authorisation holder;
- Address of the recipient of the authorisation;
- Characteristics of the road vehicle(s);
- Details of the load (for vehicles intended for the carriage of goods);
- Dimensions and mass of the vehicle including load;
- Route (except category 1);
- Intended date of carriage;
- Signature of the applicant.
The following documents must be attached to the application as PDF files:
- 1 PDF - Authorisation of the permit holder, if this is not identical to the applicant;
- 1 PDF - Registration certificate of the road vehicle(s);
- 1 PDF - Certificate of conformity of the road vehicle(s);
- 1 PDF - Proof of indivisibility of the element to be transported (order, data sheet...);
- 1 PDF - List(s) summarising the registration numbers if the transport is carried out with several road vehicles and the dimensions and masses remain unchanged compared to the application (lists that must be used - can be downloaded from the MyGuichet-website under "Related procedures and links");
- 1 PDF - For the transport or entry into service of a vehicle with a category 3 authorisation, a technical drawing showing the distribution of the mass on the axles when loaded.
Submit the application via MyGuichet.lu or send the application form and the documents required for the application to the e-mail address autorisations@tr.etat.lu.
For a special transport exceeding the total mass of 44 tonnes or classified in category 3, the number of lorries or tractor units on the list is limited to 10.
The same applies to special transports with 5-axle lorries with a permissible total mass of 50 tonnes and exceeding the total mass of 50 tonnes.
The Department of Special Transport and Exemptions of the Ministry of Mobility and Public Works examines the application and the documents attached to it and grants the requested exemption if all the information provided by the applicant is correct and all the conditions are met.
The MMTP's Department of Special Transport and its derogations reserves the right to request additional information from the applicant in order to verify the admissibility of the application and the need for a derogation.
The authorisation will be sent in PDF format to the email address used to submit the application.
On request, the authorisation can also be sent to the recipient by post.
The placing on the market of a vehicle on public roads that is not intended for the carriage of goods
Self-propelled machines that exceed the prescribed dimensions or masses due to their design or equipment may only be placed or kept on public roads with a special licence.
In accordance with the provisions of Article 2, paragraph 2, points 2.10. and 2.11. of the Grand-Ducal Regulation "Arrêté grand-ducal modifié du 23 novembre 1955 portant règlement de la circulation sur toutes les voies publiques" (only the French text of the regulation is legally binding):
2.10. Machinery: a vehicle intended primarily for carrying out work, permanently fitted with equipment for carrying out such work or with a carrier capable of carrying various interchangeable equipment, and designed to carry neither persons nor property, with the exception of the driver, the operator and ancillary tools.
2.11. (a) Self-propelled or mobile machinery means a self-propelled vehicle that otherwise fulfils the criteria of the definition of machinery.
(b) High-speed self-propelled or mobile machinery: self-propelled or mobile machinery with a maximum design speed exceeding 40 km/h.
Permit to operate on the road
A permit to operate on the road
In order to put such a vehicle, which is not intended for the transport of goods, into circulation on public roads, the transport company requires a permit to operate on the road.
A permit to operate on the road is issued free of charge upon application. A form must be completed with all the necessary information and sent to the e-mail address autorisations@tr.etat.lu.
Steps to follow:
Fill in the form with the required information:
- Surname and first name or company name of the authorisation holder;
- Address of the authorisation holder;
- Address of the recipient of the authorisation;
- Characteristics of the road vehicle(s);
- Mass and dimensions of the vehicle;
- Route (except category 1);
- Estimated date of carriage;
- Signature of the applicant.
The following documents must be attached to the application as PDF files:
- 1 PDF - Power of attorney from the licence holder, if not identical to the applicant;
- 1 PDF - Registration certificate of the road vehicle(s);
- 1 PDF - Certificate of conformity of the road vehicle(s) or another technical document;
- 1 PDF - list(s) summarising the registration numbers if there are several vehicles or self-propelled machines and the dimensions and masses remain unchanged (lists that must be used - can be downloaded from the MyGuichet-website under "Related procedures and links").
Send the completed application form with all the documents required for the application to the e-mail address autorisations@tr.etat.lu.
The Special Authorisations Department of the Ministry of Mobility and Public Works will examine the application and the documents attached to it and issue the requested exemption if all the information provided by the applicant is correct and all the conditions are met.
The Department of Special Authorisations reserves the right to request additional information from the applicant in order to verify the admissibility of the application and the need for a permit to operate on the road.
