Organisation of the airline sector
The general organisation of tasks relating to civil aviation policy means that all missions are entrusted to separate administrative entities which enjoy autonomy from the Ministry of Mobility and Public Works.
The Air Transport Service within the mentioned ministry is responsible for the coordination and administrative follow-up of the dossiers, in particular:
- acts as an interface with:
- the Directorate of Civil Aviation (DAC),
- the Air Navigation Administration (ANA),
- Lux-Airport
- and other ministries and public bodies;
- oversees the implementation of air transport policy under the authority of the Minister;
- contributes to the development of air agreements to which the Grand Duchy of Luxembourg is a party in accordance with the European Union's ‘open skies’ policy.
National regulation and supervision
The Directorate of Civil Aviation (DAC), in its capacity as the national regulatory and supervisory authority, is responsible for monitoring the safety and security of civil aviation activities and is competent in particular for issuing the licences, certificates, approvals, etc. required by the legislation or regulations in force.
The Air Navigation Administration (ANA) is the air navigation service provider at Luxembourg airport and as such provides all air navigation services essential to aeronautical operations. The ANA is also responsible for communications and meteorological information.
Infrastructures
The public limited company Lux-Airport manages the airport and operates the terminal. It is also the contracting authority for work to modernise and extend the airport's facilities.
