"In winter, winter tyres!"

Since 1st october 2012 (Règlement grand-ducal du 10 septembre 2012 published in Memorial A-N°199 from 14th September 2012), driving a motorized vehicle on public roads in winter conditions (ice, packed snow, slush, patches of ice or frost) is only permitted with winter tyres (M + S, MS, M & S or tire marked in accordance with point 4.2.7. Of the RGD of September 10, 2012) mounted on all the wheels of the vehicle, on the territory of the Grand Duchy of Luxembourg.

Details on the winter tyre obligation

In the case of trucks as well as buses and coaches, it is sufficient that the wheels of all driving axles of these vehicles are fitted with winter tyres. The same applies to motor homes whose maximum authorized mass exceeds 3,500 kg.

The following are not affected by this obligation:

  • mopeds, motorcycles, tricycles, light quadricycles and quadricycles;
  • tractors;
  • self-propelled machines.

Insofar as winter tyres do not exist by construction for these vehicles, are also exempt from this obligation:

  • special vehicles, other than motor homes;
  • vehicles of the Army, the Grand Ducal Police, the Customs and Excise Administration (Administration des douanes et accises), the Emergency Services Administration as well as the municipal fire and rescue services.

Note that these provisions:

  • apply to all drivers, without distinction as to the country of registration of the vehicle they are driving (cross-border workers, transit);
  • do not apply to vehicles parked or parked on public roads.

Communication campaign

In order to inform and raise awareness among resident, transit and non-resident road users, the Ministry of Sustainable Development and Infrastructures, in collaboration with Road Safety and the Grand Ducal Police, is launching a communication campaign for the general public which will start on September 17th.

It will be conveyed by the following media:

  • 45 road network signs;
  • full back display on RGTR network buses;
  • radio spots (French, Luxembourgish and Portuguese in the Greater Region, namely in Luxembourg, Belgium and France);
  • Internet;
  • information leaflets distributed by partners.


In addition to the new obligation, drivers are reminded of some basic behavior guidelines for the bad season:

  • moderate speed;
  • keep lights and windows clean;
  • replace the wipers;
  • favor public transport;
  • give priority to winter service vehicles;
  • be prepared for a possible blockage;
  • be extra careful with vulnerable users who are often not very visible.
