Description
Directive (EU) 2017/2397 of the European Parliament and of the Council of 12 December 2017 lays down the conditions and procedures for the certification of qualifications of persons involved in the operation of a ship sailing on the inland waterways of the Union and for the recognition of those qualifications in the Member States in accordance with the legislation transposing Directive EU 2017/2397 into national law.
It applies to deck crew members, liquefied natural gas (LNG) experts and passenger navigation experts.
It does not apply to persons who sail for the purposes of sport or pleasure, who operate ferries that are not self-propelled and who operate vessels used by the armed forces, public order services, civil protection services, water authorities, fire brigades and other emergency services.
It also does not apply to persons travelling in Member States that do not have inland waterways connected to the inland waterway network of a Member State and who:
- travel exclusively on limited routes in a limited geographical area if the distance from the starting point never exceeds 10 km; or
- are exclusively seasonal.
Target group
All persons aged 16 and over who wish to obtain a certificate of professional qualification as a boatmaster or a specific authorisation for navigation with RADAR.
Applicants who have completed a training programme approved for a specific level, including the examination, are exempt from the administrative examination for that level.
Modalities
The applicant must submit the following documents to the competent authority for the purpose of taking a theoretical and/or practical test:
- medical certificate issued by a doctor from a recognised medical centre (the date of issue of the certificate must not be more than 3 months ago);
- application form for admission to the administrative examination (model F140);
- application form for admission to the practical examination (model F140);
- copy of a valid identity card;
- proof of the number of days at sea - if applicable;
- proof of payment of fees and expenses:
a) A training fee of 200,00 euros must be paid for registration for each examination;
b) The fee for taking the practical test is 295,00 euros.
If applicable:
- attestation/certificate of successful completion of an approved training programme abroad;
- attestation/certificate of passing the theoretical examination;
- Luxembourg apprenticeship contract.

The examinations are held in German or French, depending on the application and the language skills indicated by the candidate.

Complete applications for admission must be submitted at least four weeks before the exam.

Equipment and material
No personal equipment (mobile phone, tablet, calculator, etc.) is permitted during the sessions of the administrative examinations (theoretical and practical).
The practical examinations for obtaining a certificate of qualification as a boatmaster or a special authorisation for radar navigation may be held on board a vessel or on a simulator.
The practical examinations for obtaining a certificate of qualification as a liquefied natural gas (LNG) expert or as a passenger navigation expert may be held on board a ship or at a shore-based facility.
Rating system
The points system for the theoretical and practical examination comprises two categories of examination elements. Category I examination elements must be passed with at least 7 out of 10 points. Failure to pass a category I examination element cannot be compensated for by an outstanding performance in an examination element. Category II examination elements require a minimum overall grade in order to be able to compensate for a poorer grade in another examination element with a better grade in another examination element. An exception to this special grading system is the practical examination for a special licence for radar navigation, which only contains Category I elements.
